About the authors

Bidyut Kumar Banerjee

Bidyut Kumar Banerjee is a distinguished former Assistant Director of the Directorate of Revenue Intelligence (HQ), New Delhi, with a career in government service spanning from 1978 to 2016. A recipient of the Presidential Award for ‘Specially Distinguished Record of Service’, he spent over 25 years in India’s premier intelligence agencies, including the Directorate of Revenue Intelligence, Directorate General of Central Excise Intelligence (now GST Intelligence), and the Central Economic Intelligence Bureau. Mr. Banerjee is an expert in tackling indirect tax evasion and combating the illicit trafficking of narcotic drugs and psychotropic substances. He has represented India internationally at forums such as INTERPOL’s seminar on pharmaceutical crime in Singapore, and has participated in specialised enforcement training in the United States. As a sought-after speaker and guest faculty, he regularly addresses Special Judges, Public Prosecutors, IRS probationers, and enforcement officers at leading institutions, including the National Academy of Customs, Indirect Taxes & Narcotics, and the Central Detective Training Institute, particularly on operational challenges and enforcement under the NDPS Act, 1985.

Srinivasan Gopal

Srinivasan Gopal, IRS, serves as Assistant Director at the National Academy of Customs, Indirect Taxes & Narcotics (NACIN), Palasamudram, and brings over 36 years of distinguished service with the Central Board of Indirect Taxes and Customs. An alumnus of the University of Madras (Economics) and the University of Delhi (Law), he is widely recognised for his expertise in drug law enforcement and customs administration. Mr. Gopal is a recipient of the WCO Certificate of Merit (2025) and has co-authored the leading legal treatise, Law Relating to Narcotic Drugs and Psychotropic Substances (Taxmann), as well as contributed significantly to the NDPS Investigation Manual published by the National Police Academy. He has published over 21 articles in international journals and played a pivotal role in drafting key regulatory documents such as the Delhi Airport Customs Manual and Passenger Name Record Notification for CBIC. As a highly regarded trainer and speaker, he has conducted capacity-building programs for officers from premier enforcement agencies across India and abroad, including the NPA, DRI, NCB, Coast Guard, and various international agencies, focusing on enforcement of the NDPS Act and best practices in narcotics control.
